Put the reserved corn cobs in a pot and add enough cold water to cover and bring to a boil. Lower the heat and simmer for 20 minutes. Strain, discard the cobs, and reserve 1 cup of the corn cob broth.
Melt the butter in a Dutch oven over medium heat. Add the green pepper and jalapeño and cook for about 5 minutes, until they begin to soften.
Stir in the flour, chile powder, and cumin. Cook, stirring constantly, for 1–2 minutes without letting the flour brown.
Slowly stir in 1 cup of the corn cob broth and the 2 cups of chicken stock. Bring to a simmer, stirring often.
Add the corn kernels and gently simmer until the corn and peppers are tender, about 10 minutes.
Stir in the cream and gently bring the chowder back to a simmer. Cook for a few minutes more, but don’t let it boil. Season with salt and freshly cracked black pepper.
If serving right away, remove the pot from the heat and stir in the lime juice.
If making the chowder ahead, cool it promptly in shallow containers and refrigerate. Gently reheat it on the stove, then stir in the lime juice and adjust the seasoning just before serving.
Serve topped with cotija, cilantro, a drizzle of crema, lime wedges, a dusting of chile powder or Tajín, and crunchy tortilla strips.
Notes
To make tortilla strips cut corn tortillas in thin strips, then shallow fry in hot oil in a frying pan until crisp ~ this only takes a minute or two. Drain on paper towels.
